Employment visas, Emirates ID, MOHRE work permits, trade licence renewals and document clearing for mainland, free zone and DIFC companies. One named PRO team prepares every file, tracks every expiry date and reports each stage until approval.
What we do
PRO services in Dubai are government liaison services that manage a company's official transactions with UAE authorities: employment visas, Emirates ID, MOHRE work permits, trade licence renewals, establishment cards and document attestation. A PRO (Public Relations Officer, known locally as a mandoob) prepares, submits and follows up each file so the business stays licensed, compliant and able to hire.
Every UAE company that employs staff, sponsors visas or holds a trade licence carries a recurring government workload. Some of it is annual, such as licence renewal. Much of it is triggered by people: each hire, family sponsorship, promotion and exit starts a separate workflow across several authorities. PRO services absorb that workload so internal teams do not have to learn each portal, sequence and document rule.

Who we work with
The PRO workload looks different for a two-person startup, a free zone trading company and a regional headquarters with several hundred employees. Here is the typical requirement and the engagement model that usually fits.
Investor or partner visa, establishment card, attestation of home-country corporate documents, first employee visas
Setup package, then retainerVisa renewals, new hires, licence renewal, occasional cancellations
Pay per transaction or light retainerFree zone portal visas, visa allocation linked to office space, establishment card, lease-linked licence renewal
Retainer aligned to the free zone calendarMOHRE work permits and contracts, Emiratisation status, DET renewals and amendments, WPS alignment
Monthly retainerHigh-volume onboarding, multi-entity expiry calendar, board resolutions and powers of attorney for attestation
Dedicated or on-site PROOffer-to-day-one onboarding, dependent visas, contract renewals, clean exits
Retainer with stage trackingPredictable PRO cost, official receipts for every government fee, fine avoidance
Retainer with fee reconciliationLicence continuity, activity approvals, Ejari coordination, customs and trade registrations
RetainerFounder visa, first hires, Golden Visa or Green Visa eligibility checks
Pay per transactionInvestor and family visas, domestic worker visas, Golden Visa files, attested powers of attorney
Private retainerThe friction
Government administration in Dubai rarely fails on one large issue. It slows down on small mismatches: a job title that does not match the occupation code, a certificate without the final attestation, an establishment card that lapsed quietly.
A Dubai residence visa is a chain of dependent approvals held by different authorities. The work permit sits with MOHRE, the entry permit and residency with GDRFA Dubai, the medical fitness test with a DHA-approved centre and the Emirates ID with ICP. The Work Bundle platform brought these steps into one application flow, but each authority still checks its own part. Each stage depends on the correct sequence of approvals across the relevant authorities.
Applications may require additional review when job title, salary and qualification do not align with the MOHRE occupation classification, when the establishment card is close to expiry, or when security clearance is referred for additional checks
New hires wait abroad or on visit status, start dates move, client projects mobilise late
Name spelling differs between passport and certificate, degrees lack the final attestation for skilled job titles, photos fail ICP specifications, the candidate has an earlier ban or open labour record, or nationality-specific rules apply
Incomplete or inconsistent documents may require correction or resubmission, which can affect the processing timeline
Biometric appointments missed or not booked, mobile number or address outdated in ICP records, renewals started after the residency has already lapsed, cards printed but uncollected
Bank accounts, SIM registration, Ejari tenancy and medical insurance activation are blocked for the employee
MOHRE limits new permits when a company has unpaid fines, WPS salary non-compliance or unmet Emiratisation targets. Emiratisation targets apply to mainland companies with 50 or more employees and to selected sectors with 20 to 49 employees
New work permits can be suspended for the whole establishment, not only for one employee
A Dubai company runs on several licences and registrations, each with its own expiry date and each dependent on another. DET trade licence renewal typically needs a valid Ejari tenancy contract and any activity-specific approvals. The immigration establishment card cannot be renewed on an expired licence. No visa can be issued or renewed on an expired establishment card. One missed date can therefore freeze the entire company file, including transactions that have nothing to do with the original lapse.
Ejari renewal, activity approvals (for example from DHA, KHDA, Dubai Municipality or Civil Defence) and partner or manager document validity must all line up before DET renews
Late renewal fines, invoicing on a lapsed licence, bank compliance reviews, tender disqualification
The card is electronic, rarely sits on internal calendars and often lapses unnoticed until a visa transaction is refused
An expired establishment card can affect the company’s ability to process visa transactions until the required renewal is completed
Visa, Emirates ID, labour contract, medical insurance, Ejari, UBO register and corporate tax deadlines each sit with a different owner inside the company
Stacked administrative penalties and blocked transactions
UAE PASS verification and signatory levels, separate systems for MOHRE, GDRFA, ICP, DET, free zones and EmaraTax, frequent interface changes, Arabic-language document requirements
Internal staff lose hours to failed uploads, returned applications and repeat visits
For HR teams, every hire, family sponsorship and exit starts a separate government workflow with its own documents, fees and in-person steps. The work is predictable in type but unpredictable in timing, which is why it tends to land on whoever is available rather than on someone who knows the sequence.
Offer letter in MOHRE format, work permit, entry permit or change of status, medical test, Emirates ID biometrics, residence visa, signed MOHRE contract, WPS enrolment and health insurance, in the right order
Onboarding stretches over weeks and the new employee's first month turns into paperwork
Permit types differ for full-time, part-time, temporary, transfer and student training roles; renewals are tied to labour contract renewals
The wrong permit type creates a compliance gap and possible MOHRE penalties
Sponsor salary threshold, commonly AED 4,000, or AED 3,000 with accommodation, attested marriage and birth certificates, tenancy proof, medical tests for adults, insurance for each dependant
Families wait, relocation slips and retention suffers
End-of-service settlement, MOHRE contract and permit cancellation, residency cancellation, insurance closure, and a different route when the employee has already left the UAE
Open visas keep occupying the company allocation and liability continues; departing employees risk overstaying the grace period
Government administration is rarely a company's core activity, yet it pulls in senior people: founders who hold UAE PASS signatory access, HR heads chasing approvals, finance teams reconciling fee receipts. The cost is less visible than a fine but larger over a year.
Service centre visits, typing centre queues, follow-up calls, returned applications, repeated document uploads
Founders and managers are pulled away from revenue work
Nobody holds the right portal access or knows the submission sequence; knowledge sits with one employee who eventually leaves
PRO responsibilities may depend on a single internal resource
Recent examples include the Work Bundle unified platform, fixed-term contracts under Federal Decree-Law No. 33 of 2021, Emiratisation targets and corporate tax registration under Federal Decree-Law No. 47 of 2022
Government procedures and digital platforms can change, so active files need to be handled using the current requirements
Document storage, expiry tracking, receipts, reconciliation and audit trail spread across email, WhatsApp and personal folders
Audits, bank reviews and due diligence take longer than they should
The visible cost of PRO work is government fees. The total cost of managing PRO work includes internal staffing, transaction handling and ongoing government administration.
Salary, visa, Emirates ID, medical insurance, leave cover, end-of-service gratuity, transport and desk space
A fixed cost regardless of transaction volume, with coverage gaps during leave
Mainland, free zone and DIFC processes differ, and portals and rules change through the year
Errors and returns caused by outdated knowledge
Separate vendors for typing, attestation, translation, medical booking and free zone submissions
No single owner, delays fall between vendors, invoices are hard to reconcile

Book a reviewJurisdictions
Mainland and free zone companies use different licensing authorities and portals. Our team works across the jurisdictions below, with direct portal access for each.
Step by step
For a new hire coming from outside the UAE, the employment visa follows the sequence shown here. The employee attends in person only for the medical test and Emirates ID biometrics.
Free zone employees follow the same broad sequence, with the free zone authority issuing the employment permit in place of MOHRE. DIFC employees are covered by DIFC employment law, and their visas are processed through the DIFC government services channel.
Offer prepared in MOHRE format with job title and salary matched to the occupation classification
Permit approved against the company's establishment file
Entry permit issued for travel, or status changed if the employee is already in the UAE; entry is required within the permit's validity period
Blood test and chest X-ray at an approved centre
Fingerprints and photo captured for the Emirates ID
Residency issued and linked to the Emirates ID, which now serves as proof of residency in place of a passport sticker
MOHRE contract finalised, WPS salary enrolment and health insurance activated
Engagement
Every engagement starts with a review of the company's current government file, so open issues are found before they block a transaction.
Your team
Each engagement combines field capacity with senior oversight, so routine transactions move quickly and complex cases reach someone with the authority experience to resolve them.
Single point of contact, owns the calendar and reports every stage
Reviews complex files such as rejections, bans, classification issues and multi-entity groups
Submissions, service centre attendance and authority follow-up
Pre-submission checks, attestation chains and translation coordination
Licence amendments, corporate tax and VAT registration filings with the company's advisers
Case files
Four typical Dubai PRO scenarios show how government files move when the blocking issue is found first.
Case file: DIFC regional headquarters
Case file: mainland trading company
Case file: mainland contracting company
Case file: single family office
Case files describe typical engagement scenarios. Client names and identifying details are withheld. Government processing times depend on the authority and the completeness of each file.
Pricing models
PRO service cost in Dubai has two parts: government fees, which are set by each authority and vary by transaction and company classification, and the professional fee for handling the work. The right model depends on headcount, hiring pace and the number of entities.
| Factor | In-house PRO employee | Pay per transaction | Monthly retainer | Dedicated on-site PRO |
|---|---|---|---|---|
| Best for | Very high, steady volumes | Startups and occasional needs | SMEs and growing mainland or free zone companies | Multinationals and multi-entity groups |
| Cost structure | Salary, visa, insurance, leave cover, gratuity, transport | Fee per completed transaction | Fixed monthly fee sized to headcount and volume | Fixed fee for an assigned PRO |
| Cover during leave | Gap unless a second PRO is hired | Team-based | Team-based | Backup PRO assigned |
| Mainland, free zone and DIFC knowledge | Usually one jurisdiction | All covered jurisdictions | All covered jurisdictions | All covered jurisdictions |
| Expiry tracking | Depends on the individual | Per transaction only | Full company calendar | Full group calendar |
| Scales with hiring | Needs extra headcount | Yes | Yes, with periodic resizing | Yes |
| Government fees | Paid directly | At cost, with official receipts | At cost, with official receipts | At cost, with official receipts |
Quotes are issued after a free compliance review, so the fee reflects the company's actual visa count, jurisdictions and renewal calendar rather than a generic package.

Client reviews
Reviews from companies we support with visas, licences and document clearing, shared with their permission.
We had three new hires joining the same month and I was worried about the start dates. They sent a checklist on day one, flagged that one degree needed attestation, and kept me posted at every stage. All three joined on time.
Our establishment card had lapsed and we only found out when a visa renewal was refused. They sorted the Ejari, the licence and the card in the right order and explained each step. Now we get reminders well before anything expires.
Quick and clear. The employee had already left the country and I wasn't sure how the cancellation worked. They handled it and confirmed everything in writing.
Very patient with all my questions about eligibility for my family. Documents were checked before submission, so nothing came back to us. Good communication on WhatsApp throughout.
My degree needed attestation from India before the work permit could go ahead. They told me exactly what to get done at home and took care of the MOFA part here. Saved me a lot of back and forth.
We moved to their monthly plan after trying to manage renewals ourselves. One contact for everything, receipts for every government fee, and a proper calendar of expiries. Our HR team finally has time for other work.
FAQ
PRO services in Dubai are government liaison services that handle a company's official transactions with UAE authorities. They cover employment visas, Emirates ID, MOHRE work permits, trade licence renewals, establishment cards, visa cancellations and document attestation. A PRO, known locally as a mandoob, prepares, submits and follows up each file so the company stays licensed and able to hire.
Through the Work Bundle platform, the government's stated target for work permit and residency processing is five working days once the file is complete. Actual time depends on the medical result, biometrics scheduling, security checks and whether the employee is inside or outside the UAE. Incomplete or mismatched documents are the most common cause of delay.
Yes. Free zones issue licences and employment permits through their own portals, but each employee still needs a medical test, Emirates ID and residency, and the company needs a valid establishment card. Visa allocation is often linked to office space, and licence renewal is usually tied to the lease, so free zone companies carry a similar recurring workload.
Mainland companies are licensed by Dubai Economy and Tourism and obtain work permits from MOHRE, with residency through GDRFA Dubai. Free zone companies are licensed by their free zone authority, which also issues employment permits. DIFC companies follow DIFC employment law and a separate government services channel. The documents overlap, but the portals and sequences differ.
An establishment card, also called an immigration card, registers a company with GDRFA Dubai as a visa sponsor. It must be valid before any employee or investor visa can be issued or renewed. It is renewed after the trade licence, so a lapsed licence stops the establishment card renewal and, with it, all visa transactions.
An expired trade licence attracts late renewal fines, prevents renewal of the establishment card and stops visa transactions for the company. Banks may restrict the account during compliance reviews. Renewal usually requires a valid Ejari tenancy contract and any activity approvals, so preparation should start well before the expiry date.
PRO service cost in Dubai has two parts. Government fees are set by each authority and vary by transaction and company classification. The professional fee is charged per transaction or as a monthly retainer based on visa count, hiring pace and jurisdictions. Best PRO Services quotes after a free compliance review and passes government fees at cost with official receipts.
The Work Bundle is a unified government platform, launched in Dubai in March 2024 and extended across the UAE in June 2024, that combines work permits, residency, Emirates ID, medical tests and cancellations in one flow. It reduces visits but does not replace PRO work: documents still need preparing, occupation codes aligning, portal access managing and every stage tracking.
Yes. The PRO confirms the end-of-service settlement, cancels the work permit and contract with MOHRE, then cancels the residency with GDRFA Dubai. If the employee has already left the UAE, an outside-country cancellation route applies. After cancellation, the employee has a grace period that varies by visa category to leave or change status.
Choose a provider with a valid UAE licence, direct coverage of the company's jurisdictions, one named account manager, checks on every document before submission, updates at each authority stage, government fees shown separately with official receipts, and delegated portal access that leaves UAE PASS credentials with the company.
